Are ALL loans, including conventional, required to have HUD approval?

NO.. HUD is responsible for writing policy and for government loan programs and the issuance of government insurance. Indirectly, Freddie Mac, and Fannie Mae are being run by the federal government (GSA) since the mortgage crisis meltdown.. and as a result, a lot of the guidelines that only applied to FHA loans have found their way into conventional financing, but conventional loans do not need HUD approval.. HUD is rarely involved in the actual loan approval, even with a FHA (HUD agency) loan. FHA rules are set and individual lenders review FHA mortgage applications to make sure they meet requirements. For any other type of mortgage (conventional, VA or USDA loans, or a portfolio loan) the rules/guldelines are different than for a FHA loan but generally FHA is a bit more flexible than other loans (except VA).
