The lender can give credit depending on the interest rate and the rebate. It depends on whether or not it is a benefit to the consumer/borrower. Sure, lender credit is pretty much always an option as long as the rest of the application make sense.

Yes.. There is no difference between investment and owner occupied when it comes to lender credits.. The interest rate will be higher, but you can still obtain a lender credit to offset your closing costs.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona.
