How can the price of an appraisal be lowered

The bank would not accept the appraisal value. How can they not be willing to raise the value, but lower it 25000?

More info needed, and your question is confusing... Are you saying they charged you too much, or you want to negotiate how much the appraiser charges for his services? Or are you saying the value is being disputed? In general, If the bank is lending their own money and they feel that the appraiser over stated his opinion of value, then they can do what ever they wish to protect themselves. Sometimes they will call for a 2nd appraisal, but they always go with the lower of the 2. Or it's possible you can formally dispute the appraised value, but this rarely works. you can also change lenders, but this will only work if you are going conventional.. Keep in mind that the lender will always use the most conservative approach when analyzing their overall risk.. For this reason, they always go with the LESSER of the sale price or appraised value on purchase transactions.. If you have a unique property type, and the appraiser has to go further distances to find comparable properties, then the lender can frown on that and disallow some of the comparables..
