I am upside down in my home, I've already used HARP and my mortgage is still too high for me.

Because you have used HARP, then you would not qualify for a HAMP loan.. but I believe that program ended December 31st, 2016 anyway.. But there is the HHF (Hardest Hit Funds).. which you might qualify for.. Typically, you want to start with your mortgage company and communicate with them.. the law mandates that they assist you in helping you save your home if you find yourself in trouble.. But you also might qualify for HHF.. Start with your current loan servicer. You can also check out the website for Fannie Mae or Freddie Mac (the one that holds your note) for additional options.
