First of all, re-scores are not free. Secondly, If the tax item was a tax lien, once the IRS has received payment, they will prepare lien release. The last IRS lien I was involved with was in March of 2020 and due to COVID, it took the IRS almost 4 months to issue the lien release. Until that happens, it's going to be difficult to have it stop penalizing your score. Been in this business 30-years. never heard of a free credit re-score. Next, bringing something current, or paying it off doesn't make the old history go away. It still happened.

You can go to a bank and apply for a secured credit card. The banks report the payments to each of the credit bureau's.

In addition to the comments here - another option you may have if needed, is to choose to "self-report" expenses such as utilities, your cell phone, car insurance, etc. There is even an option to add your Netflix bill in some cases now to show on-time payments. Since on-time payments make up about 35% of your credit score, this might be something worth exploring. (Note that it takes 30-60 days for credit bureaus to update data). For more specific advice on what you could do though, I might suggest a conversation with a reputable credit repair company. They could provide a FREE analysis and then make suggestions on what to do, how to do it and perhaps even help you boost your credit scores quickly over 90-180 days if you were willing to hire them to help.
