Not exactly sure what your question may be on the lending side. If you are speaking about building standards, contact your local county building and planning division for specifications etc. If not, submit a more comprehensive question so the loan professionals can give you some advice. More info needed, so I'll have to assume you're asking about whether or not a lender will lend on a home that, in your opinion, has a substandard kitchen, or has some issues you feel are of concern. But without knowing exactly what is of concern, i'll have to guess.. so in general, Lending guidelines require that the home be in "Habitable" condition.. Any issues that have to do with the safety or health concerns of the occupants will be required to be repaired prior to the lender issuing a loan. If there are appliances in the kitchen, they must be functioning.. If there are exposed wires, they must be fixed.. if the sink does not drain, or there is a leak, it needs to be fixed.. ext.. but there are no guidelines as to how many cabinets must be in place, or what materials are acceptable.. Again, it's hard to be specific without more details.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona.
