Over the past few days mortgage rates have been holding in a narrow range near their highest levels in roughly 3 months. Lenders have hesitated to make meaningful adjustments to rate sheets despite some stabilityin underlying bond markets. That was all chaged after today's congressional testimony by Fed Chair Yellen.
